State Graffiti Fund

The State Graffiti Fund represents a significant commitment by State Government through the Tough on Graffiti Strategy 2015-2017 (the Strategy), to address graffiti vandalism within our communities. Graffiti vandalism is an illegal act under the Graffiti Vandalism Act 2016.

The State Graffiti Fund will support projects that increase the capacity of eligible organisations to reduce the level of graffiti incidents through:

  • Encouraging and supporting local communities to take responsibility for graffiti clean-up
  • Providing sustainable local graffiti clean-up solutions in Western Australian communities
  • Reducing the opportunities for graffiti offending by looking at improved design options for graffiti hotspot locations. A graffiti hotspot is an identified geographical location which is the ongoing target of graffiti vandalism 
  • Increasing community awareness on reporting graffiti vandalism and
  • Supporting projects that decrease the number of juveniles who come in contact with the justice system.

Eligibility

The following organisations are eligible to apply for grant funding from the State Graffiti Fund:

  • Incorporated not-for-profit organisations
  • Aboriginal corporations registered under the Corporations (Aboriginal and Torres Strait Islander) Act 2006 and
  • Local Government Authorities.

The following are not eligible to apply for grant funding from the State Graffiti Fund:

  • Federal and State government agencies
  • Academic institutions
  • Individuals and
  • Commercial for-profit organisations.

Maximum Amount: Up to $20,000 per project.

Closing Date and Time: 12.00pm (midday) Wednesday 16 November, 2016 

Project time frames are not to exceed 12 months.

Funding Categories

The State Graffiti Fund is divided into three funding categories which are directly aligned to the goals from the Strategy.  These goals are:

Goal One - Decrease the number of graffiti vandalism offenders

Goal Two - Keep neighbourhoods free from graffiti vandalism

Goal Three - Ensure all graffiti is reported

 Applicants can apply under one of the above categories for a grant of up to $20,000.  Project timeframes are not to exceed 12 months.

Funding Category Decriptions

Goal One -Decrease the number of graffiti vandalism offenders

Projects in this category should aim to reduce the number of graffiti offenders in the community, either through community education programs or incentive-based deterrence programs. 

Rationale: It is thought that educating young people on graffiti vandalism in appropriate settings, behaviours are avoided before they become habit-forming, therefore reducing the number of future graffiti offenders.  Projects may aim to raise young people’s awareness of the impacts of graffiti on the community and individuals (including the graffiti offender), or assist in decreasing the number of juveniles coming into contact with the justice system, through diversionary programs. 

 Projects under this Goal may include (but are not limited to):

  • Uptake of the Juvenile Clean-up Program in regional areas;
  • Costs for delivery of the Goodbye Graffiti Teaching Resources in schools;
  • Collaboration with community members on Designing out Crime principles, utilising them to contribute to environmental design concepts; or
  • Community awareness campaigns focussing on graffiti reporting, offender identification and other educational awareness campaigns. 

Projects in this category may be evaluated through reduced graffiti costs for local councils, a reduction in reported graffiti incidents, or measuring the number of people attending education sessions or receiving education materials.

Goal Two - Keep neighbourhoods free from graffiti vandalism

Projects in this category should aim to keep neighbourhoods free from graffiti vandalism through preventative strategies and/or clean-up activities. 

Rationale:  It is evident throughout Western Australia that the persistence, spread and visibility of graffiti vandalism impacts on perceptions of safety and community satisfaction.  Prevention and removal initiatives will assist LGAs and not-for-profit organisations improve the perceptions of safety held by community members, and prevent assets from appearing uncared for.  Rapid graffiti removal is seen as a key strategy as it diminishes the level of recognition and reward achieved by graffiti vandals, and prevents graffiti proliferation in nearby surrounds.  Overall the State Government’s approach to managing graffiti vandalism is to encourage owners to remove graffiti from their assets as soon as possible, with the preferred target being within 24-48 hours (from the time of reporting), or immediately if the graffiti is racist or obscene.

Projects under this Goal may include (but are not limited to):

  • Rapid removal action
  • Graffiti removal trailers for rapid removal
  • Graffiti removal training
  • Implementation of volunteer programs
  • Graffiti management technology
  • Extension of LGA removal policies to include private property and small business and
  • Implementing Designing out Graffiti techniques including:
    • CPTED audits at graffiti hotspots
    • Lighting/signage for graffiti hotspots
    • Urban art projects that target graffiti hotspots. Urban art applications must align with the Urban Art Project Guidelines and a National Police Check must be provided for all artists involved in the project funded through the grant process.  Artists who have convictions in the preceding five (5) years for offences under sections 444 or 445 of  The Criminal Code (WA) or under section five (5) or section six (6) of the Graffiti Vandalism Act 2016 are not eligible to participate in any urban art projects that are funded through the WA Police Crime Prevention Funds.

Projects in this category may be evaluated through reduced incidents of reported graffiti, an increased graffiti removal response time, and/or a reduction of removal costs for the organisation.

Goal Three - Ensure all graffiti is reported

Projects in this category should increase the number of reported graffiti incidents through to LGAs and WA Police, to assist in the identification of graffiti vandalism for removal action, and to allow the accurate capture of incidents.

Rationale:  The ability to accumulate graffiti statistics centrally using a standardised recording system will allow for an improved level of accuracy in the analysis of intelligence and assist in improved targeting of responses to the problem.

Projects under this Goal may include (but are not limited to):

  • Community awareness campaigns on graffiti reporting processes
  • Software application and support equipment for reporting through to WA Police’s state-wide Goodbye Graffiti Database (Items procured with grant funding must adhere to the upload specifications. A copy of the Goodbye Graffiti Upload Format can be obtained by emailing your request to graffiti@police.wa.gov.au) and
  • Upgrades or enhancements to existing reporting systems.

Projects in this category may be evaluated through the improved ability to capture and store graffiti incidents and/or an increased graffiti removal response time.

Selection Criteria

In deciding whether a grant is to be made from the State Graffiti Fund, the following criteria will apply:

  • Eligibility of the applicant
  • The project’s alignment to the Tough on Graffiti Strategy 2015-2017
  • The application satisfies the criteria of the category under which the applicant is applying
  • Documented evidence of local graffiti issue (eg removal costs and number of incidents)
  • Police support for the proposed project
  • The potential impact of the proposed project
  • Extent to which the proposal has attracted investment by other funding bodies
  • Applicant’s demonstrated capacity to implement the proposed project
  • Applicants’ demonstrated capacity to manage the financial obligations of the project
  • Requested grant amount does not exceed $20,000 and
  • Requested project term does not exceed 12 months.

Grants from the State Graffiti Fund will not be provided for the following purposes:

  • Projects that conflict with current government policy
  • Capital works
  • Closed Circuit Television (CCTV) - a specific funding round is available for CCTV applications
  • Any activity or event that does not occur in Western Australia
  • Legal or industrial action
  • Meeting existing debts/financial obligations
  • Fundraising
  • Offering prizes or gifts
  • Promotional products (Note: Products used to promote community safety and crime prevention messages are eligible for funding)
  • Ongoing projects that require continuing grant support
  • Applicants that have not fulfilled previous grant requirements
  • Projects or applicants previously de-funded by State or Commonwealth government agencies due to performance and/or integrity issues
  • Retrospective funding or
  • Supporting the organisation’s core business.
