The State Graffiti Fund represents a significant commitment by State Government through the Tough on Graffiti Strategy 2015-2017 (the Strategy), to address graffiti vandalism within our communities. Graffiti vandalism is an illegal act under the Graffiti Vandalism Act 2016.
The State Graffiti Fund will support projects that increase the capacity of eligible organisations to reduce the level of graffiti incidents through:

The following organisations are eligible to apply for grant funding from the State Graffiti Fund:

Maximum Amount: Up to $20,000 per project.

Project time frames are not to exceed 12 months.

Funding Categories
The State Graffiti Fund is divided into three funding categories which are directly aligned to the goals from the Strategy. These goals are:
Goal One - Decrease the number of graffiti vandalism offenders
Goal Two - Keep neighbourhoods free from graffiti vandalism
Goal Three - Ensure all graffiti is reported
Applicants can apply under one of the above categories for a grant of up to $20,000. Project timeframes are not to exceed 12 months.
Goal One -Decrease the number of graffiti vandalism offenders
Projects in this category should aim to reduce the number of graffiti offenders in the community, either through community education programs or incentive-based deterrence programs.
Rationale: It is thought that educating young people on graffiti vandalism in appropriate settings, behaviours are avoided before they become habit-forming, therefore reducing the number of future graffiti offenders. Projects may aim to raise young people’s awareness of the impacts of graffiti on the community and individuals (including the graffiti offender), or assist in decreasing the number of juveniles coming into contact with the justice system, through diversionary programs.
Projects under this Goal may include (but are not limited to):
Projects in this category may be evaluated through reduced graffiti costs for local councils, a reduction in reported graffiti incidents, or measuring the number of people attending education sessions or receiving education materials.
Goal Two - Keep neighbourhoods free from graffiti vandalism
Projects in this category should aim to keep neighbourhoods free from graffiti vandalism through preventative strategies and/or clean-up activities.
Rationale: It is evident throughout Western Australia that the persistence, spread and visibility of graffiti vandalism impacts on perceptions of safety and community satisfaction. Prevention and removal initiatives will assist LGAs and not-for-profit organisations improve the perceptions of safety held by community members, and prevent assets from appearing uncared for. Rapid graffiti removal is seen as a key strategy as it diminishes the level of recognition and reward achieved by graffiti vandals, and prevents graffiti proliferation in nearby surrounds. Overall the State Government’s approach to managing graffiti vandalism is to encourage owners to remove graffiti from their assets as soon as possible, with the preferred target being within 24-48 hours (from the time of reporting), or immediately if the graffiti is racist or obscene.

Projects in this category may be evaluated through reduced incidents of reported graffiti, an increased graffiti removal response time, and/or a reduction of removal costs for the organisation.
Goal Three - Ensure all graffiti is reported
Projects in this category should increase the number of reported graffiti incidents through to LGAs and WA Police, to assist in the identification of graffiti vandalism for removal action, and to allow the accurate capture of incidents.
Rationale: The ability to accumulate graffiti statistics centrally using a standardised recording system will allow for an improved level of accuracy in the analysis of intelligence and assist in improved targeting of responses to the problem.
